In September 1950, the U.S. Navy conducted Operation Sea-Spray, a classified experiment in which bacteria were dispersed over the San Francisco Bay area to study how biological agents might spread through a major American city.

At the time, officials believed the organisms used were harmless. Later research raised questions about that assumption, and the experiment has since become one of several Cold War-era government tests conducted without the informed consent of the affected population.
